Close supervision

Below is a list of the tasks required to be performed by the site supervisors.

 

At the beginning of his work, the inspector will study the existing situation on the site and its special conditions, including existing nuisances and performance restrictions. The Supervisor will carefully study the contract documents, work plans, work specifications and bills of quantities.


The Supervisor will prepare an inspection plan which will contain all the main work components including specifying documents, expected work factors, procedures, quality inspection plan and how to record their management, how to handle accounts, monitoring schedule, handing over work. The supervision plan will be submitted for the approval of the project manager and to the knowledge of the professional advisor of the administration.

The Supervisor will check for regular "coordination, promotion and follow-up meetings" in the presence of a pre-defined forum chaired by the project manager (also at the various stages of implementation). The Supervisor shall inform in advance all the parties involved in the performance of work on the site, the performance of the work and its progress and / or changes in its progress.


It is the responsibility of the Supervisor to maintain a daily follow-up diary.


The Supervisor will ensure that a complete and up-to-date set of plans for execution is in his hands and in the hands of the contractor, which includes plans for execution. The Supervisor will keep a record and track the dates and versions of the submitted plans. Any plan and document submitted (at all stages of the work) to the contractor will be signed by him under the responsibility of the Supervisor.

The inspector shall ensure that the contractor has all the necessary permits to begin work, including a building permit. It is the responsibility of the Superintendent to sign the contractor for the order to begin work and hand over the land.


The Supervisor will ensure that the contractor receives from the contractor for approval: an organization plan, a list of subcontractors and suppliers, and a detailed schedule for carrying out the work. All contractor plans will be approved by the Supervisor. If necessary, the contractor will make changes as required by the inspector to his satisfaction.


The Supervisor shall ensure that the office designated for his work includes all the necessary equipment.
The Supervisor will prepare a test program and monitor the quality of execution and approve with the planners and the project manager.

 

 

Tasks while performing site work

Maintaining a daily presence at the work site while knowing the activity on the site to the last detail, including activities that are conducted in parallel with the contractor's work. At the stage of establishing critical elements, the Supervisor will be responsible for issuing approval at the end of each stage before moving on to the next stage of execution.


Ongoing and systematic execution of the required tests according to the inspection plan and the test program. Verification of the suitability of the test results to the work requirements and monitoring of necessary corrections and improvements until satisfactory results are obtained. All test certificates will be filed.
Approval of the accounts of the test laboratories and their transfer to the management companies.


Regular completion of the work diary, signing the contractor's representative on the relevant diary page for the week of execution and ongoing follow-up management to close the handling of various issues to be noted in the diary.

The Supervisor will monitor the progress of the execution according to the original plan and will ensure that updated schedules are obtained as needed. Any significant arrears in relation to the original schedule dictated in the contract will be recorded and reported. The Supervisor will instruct the contractor to act to reduce the arrears and will alert the arrears to the project manager and the professional advisor to the administration.


The Supervisor will verify the quality of the materials and products supplied to the site according to the specifications, document all documents including the required test results in this regard and monitor the implementation of his guidelines.


The Supervisor shall approve the quantities indicated on the calculation sheets to be submitted by the Contractor. Any deviation expected in execution quantities in relation to the bill of quantities will be recorded and reported.


The Supervisor shall check the prices of the exceptional items in the contractor's account. Final approval of these sections will be the responsibility of the representative of the administration.

The Superintendent shall arrange for supervised visits by the Planning Team on a regular basis. The Supervisor will maintain filing and follow-up of the execution of instructions derived from the reports of the Supreme Supervision.


The Supervisor shall register the subcontractors, suppliers and measurement teams operating on the Site, and verify that they are indeed the ones approved by him at the stage of approving the work plans submitted by the Contractor.


The Supervisor will submit on a regular basis a report detailing the progress of the site, a summary of cumulative execution costs, an estimate of the final work cost, reference to meeting the schedule, performance quality problems and special problems. To be defined from time to time by the representative of the director and / or the chief supervisory engineer.

 

 

Tasks of the Supervisor upon completion of work on the Site

Execution of inspections before delivery and preparation of a completion report is required. Monitoring of completion to the full satisfaction of the Supervisor and Project Manager.


Preparation of a summary file in two copies, including:


Summary of main details about the work.


Summary of actual labor cost and comparison to original and updated budget framework.


Final and happy quantities reporter. Includes quantity confirmation sheets and quantity calculations. Indication of the anomalies in quantities and explanation.


Original and actual schedules, indicating the level of compliance with them and exceptional cases.


Indicating the quality of the work, detailing all the exceptional findings discovered during the work and the way they were handled.


Summary of tests performed including forms and concentrations including comparison to the initial program.


Work diaries, summaries of meetings and documentation of the reference to their decisions. Supervision reports and any relevant correspondence and documentation of their handling.

Delivery certificates of the various stages including protocols of the delivery tours.


Computerized, Edited and Signed Execution Plans (MADE AS)


The concluding file will be delivered to the client no later than two months after the completion of the work.


Preparation of a concluding report at the end of the inspection phase and monitoring of the implementation of the required corrections to the full satisfaction of the Supervisor and execution of updates in the concluding file.
